Abstract:

Urbanization poses significant challenges globally with cities becoming focal points for economic growth and hubs of environmental and social strain. As the population settles towards urban areas in the developing world, there is a pressing need to address issues such as unsustainable resource consumption, pollution, and social disparities. Smart City emerges as a solution, integrating Information and Communication Technologies (ICT) with a New Urbanism approach to create sustainable, efficient, and livable cities. In tune with the worldwide trends, the Government of India launched the Smart Cities Mission in 2015, which aims to enhance the quality of life, promote social inclusion, boost economic competitiveness, and ensure sustainability in 100 Smart Cities. In this context, this research focuses on Bhubaneswar and Rourkela, two emerging Smart Cities in the eastern Indian state of Odisha. By integrating ICT into New Urbanism principles, Smart Cities try to create sustainable, livable urban environments. A science and technology study (STS) perspective will be adopted to examine the interactions between information technology and society and provide a lens for understanding the socio-technical complexities in deploying the Smart City strategy to address sustainability challenges.
